Children & Families Adoption

When children are removed from their family due to safety issues, the ultimate goal is always to bring the family back together by eliminating the dangers that caused them to be removed. If the concerns are not able to be corrected and the children returned, then the parents may have their parental rights terminated. When this occurs, the Champaign County Department of Job & Family Services is required to locate a permanent home for the children through adoption.

Subsidy

Historically, special needs children were difficult to place in an
adoptive home meaning these children remained in foster care. Federal
law has provided adoption subsidies and medical assistance based on a
child’s eligibility as a special needs child. The term special needs in
relation to subsidies describes circumstances that may prevent or delay
a child from being adopted. The subsidies are intended to support and
maintain special needs adoptions both before and after finalization of
