If I have a neighbor or friend who is not yet 60 years of age, will the APS staff help if there are signs of Abuse, Neglect, Self-Neglect or Exploitation?

Yes. APS can assist with issues of Abuse, Neglect, Self-Neglect or Exploitation for those in need of help under 60 years of age. But the Ohio Revised Code laws are written for those over 60 years of age and some of the services available to remove the alleged victim from a harmful environment may not be available for those younger.
